Child assaulted by sex offender at home

It has emerged a sex offender assaulted a child on Teesside after he was allowed to live in the same house.
A serious case review's been published by Stockton Safeguarding Children Board.
This man had pleaded guilty to three offences in the past but the mother of the child wasn't told about this.
He went on to sexually assault that child.
The Chief Officer with the National Probation Service Teesside, Elaine Lumley, has issued the following statement on the Review:
"As the Chair of the Local Safeguarding Children Board has made clear, all the agencies, including ourselves, deeply regret the circumstances surrounding this case and the impact on the victim and her family.
"We fully accept the recommendations in the report and in fact procedures are now in place to ensure that, in similar circumstances, the joint police-probation Public Protection Unit would take responsibility for contacting the family and ensuring that they are made fully aware of an individual's offences and have a full understanding of the risks a perpetrator may pose. This is in addition to referrals made to the Children, Education and Social Care Service."
